Papperger told “Bild am Sonntag”: “Conscription could have a positive effect on the readiness for our national defense.” But for this to happen, it must be “designed in a way that makes sense in terms of security, socio-political and military terms.”

Papperger added: “The turning point is a task for society as a whole, the debate about it must be conducted at the political level.” The Bundeswehr’s need to catch up after three decades of austerity programs is enormous, said Papperger. “In terms of structures, personnel and equipment.
